API extension for IPv6 Flags

yes, accessor API is missing and should be added.

It should be functions like:

  int rtnl_link_inet6_get_flags(struct rtnl_link *link, guint32 *out_flags);
  int rtnl_link_inet6_set_flags(struct rtnl_link *link, guint32 flags);
