libnl 3.2.18 released

Hi

I am pleased to announce the availability of libnl 3.2.18.

This release follows the 3.2.17 shortly in order to fix a
regression in the cache code affecting NetworkManager and
to fix a build failure if built with older versions of
kernel netfilter header files.
